Classmate 1:1) TANF stands for Temporary Assistance for Needy Families. AFDC stands for Aid to Families with Dependent Children. Based on the titles, TANF is for all families who need support and AFDC is supporting ONLY for families who have dependent children.2) The intent of the two programs is to reduce poverty and provide assistance to families who need assistance. The intent of AFDC was to provide cash payments for children with need. Need was defined as a lack of parental care or support. This money went directly to the children so the child could fend for themselves. I do not agree with this system. TANF had 4 purposes:3) The outcome of the TANF program been positive.
The poverty rate was reduced from 50%-38.5%, unemployment was reduced, and earnings also increased. 4) It has been effective in reducing poverty. 5) It has created other concerns. Other concerns include a long term project. For example, those individuals who successfully get off TANF but fall into poverty again in the future. 6) There are other ways. I believe there should be an education reform and a nationwide mindset change about minimum wage/ essential workers/ workers without degrees. The Personal Responsibility and Work Opportunity Reconciliation Act was enacted in 1996 which ended the aid to families with dependant children, AFDC program. It was then replaced with the Temporary Assistance for Needy Families, TANF program. 2) What is the intent of the two programs? The intent of the TANF program is to provide assistance to needy families so that children can be looked after in their homes or any other homes they might be in.
It also promotes job preparation, work, and marriage for needy parents. Lastly, it also reduces the amount of incidence of out of wedlock pregnancies. The AFDC was a federal assistance program that provided financial assistance to children whose families had low to no income. 3) What has been the outcome of the TANF program?The outcomes of the TANF program have been useful in some states and not so much in others. It depends on where the needy people live and how much money each state is given depending on the number of people live in each state. 4) Has it been effective in reducing poverty? TANF has not been effective in reducing poverty. AFDC provided more than 2.8 million children out of deep poverty in 1995 but TANF only helped 287,000 children out of poverty in 2016.
The evidence is clear that they need the help of the TANF but it is not producing what it is supposed to do like AFDC did. 5) Has it created other concerns? Rather than getting ride of AFDC, they should have merged them both together and tried to benefit from each other rather than starting something new that was already working in the first place.
