Health in All Policies (HiAP) is a collaborative approach to health-related issues, rights, and obligations. HiAP emphasizes the impact of public policies on health systems and the well-being of communities.
Through Health in All Policies (HiAP), a healthy community framework is developed, through five critical processes, to address specific health issues facing a particular population.
A healthy community framework considers the health implications of decisions made, seeks synergies, and avoids any harmful health impact on the community (Khayatzadeh-Mahani et al., 2019). Such a framework’s primary goal is to improve the health of the population and ensure equity while accessing healthcare services
The process of developing a healthy community framework should be evidence-based and ethical. Involving the community in assessing the root causes of problems is one way to ensure there is credible evidence (Pepin et al., 2017). Recommendations and actions are integrated to ensure the decisions made are reasonable and ethical. Participation from various groups and organizations in the community is also encouraged. Decision making and problem-solving are thus collaborative, making the process ethical.
The development of a healthy community framework incorporates five core processes, including Community/citizen engagement, multi-sectoral collaboration, political commitment, healthy public policy, and asset-based community development.
The processes can be used in an environmental health issue such as air pollution to show the importance of collaborating with the community.
Members of a community come in to help define the problem, suggest possible solutions, and evaluate overall success (Tomaziu-Todosia, 2020). For example, telling whether pollution has decreased. A multi-sectorial partnership among various departments is also vital to help in research and even funding. Governments are also involved to ensure a bottom-up and top-down approach.
A healthy public policy is also an essential process, and the policy should not necessarily be developed by the health sector. For example, in air pollution, the specific community could agree to shut down the pollution source, maybe a factory. Asset-based community development means that the resources of a particular population are used.
For example, experts may be used to determine the level of pollution. Natural resources in the community, such as geothermal power, could also replace fossil fuels.
To summarize, Health in All Policies (HiAP) emphasizes a healthy community and people. A framework is developed to create such a society. The framework considers the opinion, abilities of the people in a community and the resources available. The decisions made are thus ethical and ideal for solving health problems in a specific community.
