In manufacturing operations, chemicals and fuels are used on a constant basis. Some manufacturing facilities have an on-site petroleum fueling station to fuel up the facility’s transport vehicles. Fueling tanker trucks fill the above-ground tanks (ASTs) storing the fuel. There is a potential for a large release of fuel onto the ground during this loading operation. There could be several causes for this fuel release: faulty connections, over-filling, pipe rupture, etc. The facility has less than 500 total gallons of fuel on the property, and as such, the facility is not required to have an SPCC plan.
Consider that there is a large release of fuel (about 100 gallons) to the ground during an AST filling operation. The spill is currently localized to company property only, and has not reached any stream or waterway.
